Most circuits will have a transient surge current when the power is just switched on. In capacitive or inductive circuits, the surge current is often several times larger than the normal steady-state current, or even dozens of times larger.
The fuse to withstand the surge current is a very important link in the design of the circuit. Pulsed current may not break the fuse, but it may damage the fuse and affect the life of the fuse.
